Addressing the Asia-Pacific High Level Conference on Belt and Road Cooperation virtually on 23 June, 2021, Foreign Minister Dinesh Gunwardena stressed the importance of enhanced cooperation among states and other partners in addressing the COVID-19 challenges, including by recognizing the vaccines as global public health good. He also highlighted Sri Lanka’s policy focus and thrust on sustainable development with renewable energy as a national priority.

Emphasizing that coordinated efforts at combating the virus, early recovery from the pandemic, and people-centered development would contribute productively to economic advancement in the future, the Minister Gunwardena invited all countries to avail of the opportunities available in Sri Lanka for investment in important growth-prone sectors. He referred in this context to the emerging Colombo Port City, port infrastructure in Colombo and in Hambantota as well as key Industrial Zones.

The Minister Gunwardena also underlined the critical importance of connectivity for achieving prosperity in the region, and of integrating green development and environmental protection into national planning and programming of all states.

The Minister of Foreign Affairs of China chaired the conference with the participation of dignitaries from the Asia-Pacific region and other countries as well as representatives of international and regional organizations. Foreign Secretary Admiral Prof.  Jayanath Colombage was associated with Minister Gunawardena at this Conference.

Distinguished Foreign Ministers and Dignitaries of the participating countries

It is a great pleasure to address the Asia-Pacific High Level Conference on Belt and Road Cooperation today.

Under His Excellency President Gotabaya Rajapaksa’s Vista of Prosperity and Splendour Sri Lanka embarks on a new chapter of socio-economic development through the strengthening and increasing cooperation amongst countries and international & regional partners. Such cooperation has become increasingly pronounced today given the unprecedented challenges faced by humanity owing to the ongoing pandemic.

COVID-19 has caused severe disruptions to the health, safety and livelihoods of people. Therefore, multilateralism and international cooperation provides the best possible means to defeat the pandemic safely and sustainably, and thus sharing information amongst countries to contain the pandemic is essential.

In this context, I consider the convening of this meeting by our friend and partner, China, timely.

Excellencies

Moreover, vaccination, among other remedies, is the only sustainable solution in containing COVID-19. Unfortunately, severe supply and resource constraints have affected the vaccination drives of many developing nations.

In this regard, Sri Lanka reiterates the call for making COVID-19 vaccines a ‘global public health good’.   Friendship between China has been one that has seen through all seasons, good times and bad times; cultivating best friendships based on principles of ‘Kalyana Mithra’.

Under His Excellency President Xi Jingping’s leadership we hold at high esteem China’s great humanitarian contribution and advancement shown in safeguarding People’s lives in Sri Lanka as well as across the world, and in the region, in the process of eradication of COVID-19 pandemic. While fighting a global pandemic China has shown its great powers though progress shown in challenges in space arena too.

Your Excellencies

The impact of the current global pandemic on our economies and societies is disastrous. The Sri Lankan economy has also been seriously affected by the pandemic. Despite challenges, Sri Lanka aims to harness our strengths and the advantages to develop our economy and uplift the wellbeing of our people. Sri Lanka is committed to achieve the Sustainable Development Goals set by the United Nations.

Towards this end, Sri Lanka aspires to benefit from Belt and Road cooperation to further improve our economic infrastructure and advance connectivity under a win-win scenario.

With the development of Colombo Port City, that will feature a top-grade regional financial service center, world class port infrastructure in Colombo and in Hambantota as well as key Industrial Zones in several locations, Sri Lanka is confident that investors around the world will be able to benefit from these initiatives.

I wish to mention Singapore has been growing as a key Asian Financial center. I wish to mention Dubai has been growing as a key Middle-East Financial center. For a long time there had been a very dry spot in between. This long due will now be served by the “Colombo International Finance Center”.

As Foreign Minister of Sri Lanka, I wish to make this the opportunity to request and invite Foreign Investors to come and invest in the “Colombo International Financial City”.

Excellencies

Sri Lanka is taking sweeping adaptation measures to build climate resilience and is actively participating in the global campaign to combat global warming. Sri Lanka has begun to abandon the use of chemical fertilizers and has committed to generating 70% of renewable energy too.

Accordingly, Sri Lanka recognizes the critical importance of integrating green development and environmental protection into pandemic recovery and development drives. In this regard, the Belt and Road green development initiatives provide valuable inspirations.

Sri Lanka looks forward towards working with China and its partners in achieving prosperity of all our peoples.

සිංගප්පූරුව, මැද පෙර දිග ඩුබායි මෙන්ම ශ්‍රි ලංකාවේ කොළඹ කලාපයත් ජාත්‍යන්තර මූල්‍ය මධ්‍යස්ථානයක් ලෙස සංවර්ධනය වෙමින් පවතින බව විදේශ අමාත්‍ය දිනේෂ් ගුණවර්ධන මහතා බෙල්ට් හා මාර්ග සහයෝගිතාව පිළිබද ආසියා පැසිෆික් ඉහළ පෙලේ සමුළුවක් අමතමින් ඊයේ (23) සදහන් කළේය. චීනය ඇතුළු රටවල් බොහෝමයක විදේශ අමාත්‍යවරු හා රාජ්‍ය නියෝජිතයන් මෙම සමුළුවට සහභාගි වී සිටියහ. සංවර්ධනය වෙමින් පවතින කොළඹ ජාත්‍යන්තර මූල්‍ය මධ්‍යස්ථායේ ආයෝජනය සදහා පැමිණෙන ලෙසද අමාත්‍යවරයා විදේශ රටවලට මෙහිදී ආරාධනාවක්ද කළේය.  සූම් තාක්ෂණය ඔස්සේ පැවැති මෙම සමුළුව පැය හතරකට ආසන්න කාලයක් පැවැත්විණ.  එහිදී තව දුරටත් අදහස් දැක් වූ අමාත්‍ය ගුණවර්ධන මහතා මෙසේද සදහන් කළේය. කොළඹ වරාය නගරය සංවර්ධනය කිරීමත්, කොළඹ සහ හම්බන්තොට වරායන් ජාත්‍යන්තර මට්ටමේ වරායන් ලෙස සංවර්ධනය කීරිමත්,  යටිතල පහසුකම් දියුණු කර ස්ථාන කිහිපයක ප්‍රධාන කාර්මික කලාප ඇති කීරිමත් සමග ලොව පුරා ආයෝජකයින්ට ශ්‍රි ලංකාව ආකර්ශනීය ආයෝජන කලාපයක් වනු ඇතැයි ද අමාත්‍යවරයා සදහන් කළේය.

“වර්තමාන ගෝලීය වසංගතයෙන් අපේ ආර්ථිකයන් හා සමාජයන් කෙරෙහි ඇති කරන බලපෑම විනාශකාරීය.  මෙම වසංගතය ශ්‍රී ලංකා ආර්ථිකයට ද බරපතල ලෙස බලපා ඇත.  අභියෝග මධ්‍යයේ වුවද, අපගේ ආර්ථිකය සංවර්ධනය කිරීම සහ අපගේ ජනතාවගේ යහපැවැත්ම නංවාලීම සඳහා අපගේ ශක්තීන් සහ වාසි උපයෝගී කර ගැනීම ශ්‍රී ලංකාවේ අරමුණයි. එක්සත් ජාතීන්ගේ සංවිධානය විසින් ප්‍රකාශිත තිරසාර සංවර්ධන ඉලක්ක සපුරා ගැනීමටද ශ්‍රී ලංකාව කැපවී සිටී.

මේ සඳහා, අපගේ ආර්ථික යටිතල පහසුකම් තවදුරටත් වැඩිදියුණු කිරීම සහ ජයග්‍රාහී වාතාවරණයක් යටතේ සම්බන්ධතාවය වැඩිදියුණු කිරීම සඳහා බෙල්ට් සහ මාර්ග සහයෝගීතාවයෙන් ප්‍රතිලාභ ලබා ගැනීමට ශ්‍රී ලංකාව අපේක්ෂා කරයි. COVID-19 වසංගතයට එකම තිරසාර විසඳුම වන්නේ එන්නත් කිරීමයි. අවාසනාවකට මෙන්, බොහෝ සංවර්ධනය වෙමින් පවතින රටවලට  එන්නත්  සැපයුම් හා එන්නත් ලබා ගැනීමට සම්පත් හිග කම  බාධාවන් සේ බලපා ඇත.

මේ සම්බන්ධයෙන් ශ්‍රී ලංකාව යළිත් වරක් කියා සිටින්නේ COVID-19 එන්නත් ‘ගෝලීය මහජන සෞඛ්‍ය යහපත්’ බවට පත් කිරීමට කටයුතු කරන ලෙසය.

චීනය අතර මිත්‍රත්වය හොද හා අයහපත් යන  සෑම කාල පරිච්ඡේදයකම, එක හා සමානව පවත්වා ගෙන ගොස් ඇත. ‘කල්‍යාණ මිත්‍ර’ මූලධර්ම මත පදනම්ව මෙම මිත්‍රත්වයන් වර්ධනය කර ගැනීම අපේ අපේක්ෂාවය.

අතිගරු ජනාධිපති ෂී ජින් පිංගේ නායකත්වය යටතේ, ශ්‍රී ලංකාවේ මෙන්ම ලොව පුරා සහ කලාපයේ, COVID-19 වසංගතය තුරන් කිරීමේ ක්‍රියාවලියේදී චීනයේ විශාල මානුෂීය දායකත්වය  අපි අගය කරමු. ගෝලීය වසංගතයකට එරෙහිව සටන් කරන අතර චීනය සිය විශාල බලයන් පෙන්නුම් කර ඇතත් අභ්‍යවකාශ ක්ෂේත්‍රයේ අභියෝගයන්හි ප්‍රගතියකද  පෙන්නුම් කර ඇත.

දේශගුණික තත්ත්වයන්ට ඔරොත්තු දීමේ හැකියාව සඳහා ශ්‍රි ලංකාවද පුළුල් ලෙස අනුවර්තනය වීමේ ක්‍රියාමාර්ග ගනිමින් සිටින අතර ගෝලීය උෂ්ණත්වය ඉහළ යාම වැළැක්වීම සඳහා වන ගෝලීය ව්‍යාපාරයට ක්‍රියාකාරීව සහභාගී වේ. ශ්‍රී ලංකාව රසායනික පොහොර භාවිතය අතහැර දැමීමට පටන් ගෙන ඇති අතර පුනර්ජනනීය බලශක්තියෙන් 70% ක් ද උත්පාදනය කිරීමට කැපවී සිටී.

ඒ අනුව, හරිත සංවර්ධනය හා පාරිසරික ආරක්ෂාව වසංගත ප්‍රකෘතිමත් වීම සහ සංවර්ධන ක්‍රියාදාමයන් සමඟ ඒකාබද්ධ කිරීමේ තීරණාත්මක වැදගත්කම ශ්‍රී ලංකාව පිළිගනී. මේ සම්බන්ධයෙන්, බෙල්ට් සහ මාර්ග හරිත සංවර්ධන වැඩසටහන් මගින් වටිනා ආශ්වාදයක් ලබා දේ.

අපේ සියලු ජනතාවගේ සමෘද්ධිය ළඟා කර ගැනීම සඳහා චීනය සහ එහි හවුල්කරුවන් සමඟ කටයුතු කිරීමට ශ්‍රී ලංකාව බලාපොරොත්තු වන බවද අමාත්‍ය ගුණවර්ධන මහතා මෙහිදී සදහන් කළේය.

மாநில உறுப்பினர் மற்றும் மக்கள் சீனக் குடியரசின் வெளிநாட்டு அமைச்சர் அதிமேதகு வாங் யி அவர்களே,

பங்கேற்கும் நாடுகளின் மரியாதைக்குரிய வெளிநாட்டு அமைச்சர்களே மற்றும் பிரமுகர்களே,

மண்டலம் மற்றும் பாதை ஒத்துழைப்பு குறித்த ஆசிய – பசுபிக் உயர் மட்ட மாநாட்டில் இன்று உரையாற்றுவதையிட்டு மிக்க மகிழ்ச்சி அடைகின்றேன்.

அதிமேதகு ஜனாதிபதி கோட்டாபய ராஜபக்ஷ அவர்களின் நாட்டைக் கட்டியெழுப்பும் செழிப்பான பார்வையின் கீழ், நாடுகள் மற்றும் சர்வதேச மற்றும் பிராந்திய பங்காளர்களிடையே ஒத்துழைப்பை வலுப்படுத்தி, அதிகரிப்பதன் மூலம் சமூகப் பொருளாதார அபிவிருத்தியின் புதிய அத்தியாயத்தை இலங்கை மேற்கொள்கின்றது. தொடர்ச்சியான தொற்றுநோயால் மனிதகுலம் எதிர்கொள்ளும் முன்னோடியில்லாத சவால்களைக் கருத்தில் கொண்டு இத்தகைய ஒத்துழைப்பு இன்று பெருகிய முறையில் வெளிப்படுகின்றது.

கோவிட்-19 தொற்றுநோயானது, மக்களின் உடல்நலம், பாதுகாப்பு மற்றும் வாழ்வாதாரங்களுக்கு கடுமையான இடையூறுகளை ஏற்படுத்தியுள்ளது. எனவே, பாதுகாப்பாகவும், நிலையானதாகவும் இந்தத் தொற்றுநோயைத் தோற்கடிப்பதற்கான சிறந்த வழிகளை பன்முகத்தன்மை மற்றும் சர்வதேச ஒத்துழைப்பு ஆகியன வழங்குகின்றது, ஆதலால் தொற்றுநோயைக் கட்டுப்படுத்துவதற்காக நாடுகளிடையே தகவல்களைப் பகிர்ந்து கொள்வது அவசியமாகும்.

இந்த சூழலில், எங்களது நண்பரும் கூட்டாளருமான சீனா சரியான நேரத்தில் இந்த சந்திப்பிற்கு அழைத்திருப்பதாக நான் கருதுகின்றேன்.

மேன்மை தங்கியவர்களே,

மேலும், கோவிட்-19 தொற்றுநோயைக் கட்டுப்படுத்துவதற்கு, ஏனைய வைத்தியங்களுக்கிடையில் தடுப்பூசி மட்டுமே நிலையான தீர்வாகும். துரதிர்ஷ்டவசமாக, தீவிரமான விநியோகங்கள் மற்றும் வளக் கட்டுப்பாடுகள் ஆகியன அபிவிருத்தியடைந்து வரும் பல நாடுகளின் தடுப்பூசி இயக்கிகளைப் பாதித்துள்ளன.

இது சம்பந்தமாக, கோவிட்-19 தடுப்பூசிகளை ‘உலகளாவிய பொது சுகாதார நன்மை’ ஆக்குவதற்கான அழைப்பை இலங்கை மீண்டும் வலியுறுத்துகின்றது.

‘கல்யாண மித்ரா’ கொள்கைகளின் அடிப்படையில் வளர்க்கப்பட்டு, நல்ல காலங்கள் மற்றும் கெட்ட காலங்கள் ஆகிய அனைத்து பருவங்களிலும் சீனாவுக்கு இடையிலான சிறந்த நட்பு நிலவி வருகின்றது.

அதிமேதகு ஜனாதிபதி ஸி ஜிங்பிங்க் அவர்களின் தலைமையின் கீழ், இலங்கையிலும், உலகெங்கிலும் மற்றும் ஏனைய பிராந்தியத்திலும் கோவிட்-19 தொற்றுநோயை ஒழிக்கும் பணியில் சீனா நல்கி வரும் பெரும் மனிதாபிமான பங்களிப்பு மற்றும் முன்னேற்றத்தை நாங்கள் மதிக்கின்றோம். உலகளாவிய தொற்றுநோயை எதிர்த்துப் போராடுகையில், சவால்களில் முன்னேற்றம் கண்டு, விண்வெளி அரங்கிலும் சீனா தனது பெரும் சக்திகளைக் காட்டியுள்ளது.

மேன்மை தங்கியவர்களே,

எமது பொருளாதாரங்கள் மற்றும் சமூகங்களில் தற்போதைய உலகளாவிய தொற்றுநோயின் தாக்கம் பேரழிவுகளை ஏற்படுத்துகின்றது. இலங்கையின் பொருளாதாரமும் தொற்றுநோயால் கடுமையாகப் பாதிக்கப்பட்டுள்ளது. சவால்கள் இருந்தபோதிலும், எமது பொருளாதாரத்தை அபிவிருத்தி செய்வதற்காகவும், எமது மக்களின் நல்வாழ்வை மேம்படுத்துவதற்காகவும் எமது பலங்களையும் நன்மைகளையும் பயன்படுத்துவதனை இலங்கை நோக்கமாகக் கொண்டுள்ளது. ஐக்கிய நாடுகள் சபை நிர்ணயித்த நிலையான அபிவிருத்தி இலக்குகளை அடைந்து கொள்வதற்கு இலங்கை உறுதிபூண்டுள்ளது.

இந்த நோக்கத்தை நோக்கி, எமது பொருளாதார உட்கட்டமைப்பை மேலும் மேம்படுத்துவதற்காகவும், ஒரு வெற்றிகரமான சூழ்நிலையின் கீழ் இணைப்பை மேம்படுத்துவதற்காகவும், மண்டலம் மற்றும் பாதை ஒத்துழைப்பிலிருந்து பயன்களை அடைந்து கொள்வதற்கு இலங்கை விரும்புகின்றது.

உயர் தர பிராந்திய நிதிச் சேவை நிலையமாக அமையவுள்ள கொழும்பு துறைமுக நகரம், கொழும்பு மற்றும் ஹம்பாந்தோட்டையில் உள்ள உலகத் தரம் வாய்ந்த துறைமுக உட்கட்டமைப்பு மற்றும் பல இடங்களில் காணப்படுகின்ற முக்கிய தொழில்துறை வலயங்கள் ஆகியவற்றின் அபிவிருத்தியுடன், உலகெங்கிலும் உள்ள முதலீட்டாளர்கள் இந்த முயற்சிகளால் பயனடைய முடியும் என இலங்கை நம்பிக்கை கொண்டுள்ளது.

சிங்கப்பூர் ஒரு முக்கிய ஆசிய நிதி மையமாக அபிவிருத்தியடைந்து வருவதை நான் குறிப்பிட விரும்புகின்றேன். துபாய் ஒரு முக்கிய மத்திய கிழக்கு நிதி மையமாக அபிவிருத்தியடைந்து வருவதை நான் குறிப்பிட விரும்புகின்றேன். நீண்ட காலமாக, இவற்றுக்கு இடையில் மிகவும் வறண்ட நிலைமை நிலவியது. இந்த நீண்ட கால அவகாசம் தற்போது ‘கொழும்பு சர்வதேச நிதி மையத்தினால்’ செயற்படுத்தப்படவுள்ளது.

இலங்கையின் வெளிநாட்டு அமைச்சர் என்ற முறையில், ‘கொழும்பு சர்வதேச நிதி நகரத்தில்’ வந்து முதலீடு செய்வதற்காக வெளிநாட்டு முதலீட்டாளர்களைக் கோருவதற்கும், அழைப்பதற்கும் இதனை ஒரு சந்தர்ப்பமாக பயன்படுத்திக் கொள்ள விரும்புகின்றேன்.

மேன்மை தங்கியவர்களே,

காலநிலைப் பின்னடைவை உருவாக்குவதற்கான தழுவல் நடவடிக்கைகளை இலங்கை மேற்கொண்டு வருவதுடன், புவி வெப்பமடைதலை எதிர்ப்பதற்கான உலகளாவிய பிரச்சாரத்திலும் ஆர்வமாகப் பங்கேற்று வருகின்றது. இரசாயண உரங்களின் பயன்பாட்டை இலங்கை கைவிடத் தொடங்கியுள்ளதுடன், 70% புதுப்பிக்கத்தக்க சக்தியையும் உற்பத்தி செய்வதற்கு உறுதிபூண்டுள்ளது.

அதன்படி, தொற்று மீட்பு மற்றும் அபிவிருத்தி இயக்கிகளில் பசுமை அபிவிருத்தி மற்றும் சுற்றுச்சூழல் பாதுகாப்பை ஒருங்கிணைப்பதன் முக்கியத்துவத்தை இலங்கை அங்கீகரிக்கின்றது. இது சம்பந்தமாக, மண்டலம் மற்றும் பாதை பசுமை அபிவிருத்தி முயற்சிகள் மதிப்புமிக்க உத்வேகங்களை அளிக்கின்றன.

எமது அனைத்து மக்களினதும் செழிப்பை அடைந்து கொள்வதற்காக, சீனா மற்றும் அதன் கூட்டாளர்களுடன் இணைந்து பணியாற்றுவதற்கு இலங்கை எதிர்பார்க்கின்றது.
