Visiting First Assistant Secretary, North and South Asia Divisions of the Department of Foreign Affairs and Trade of Australia, Gary Cowan, held discussions with the officials of the Ministry of Foreign Affairs headed by the Secretary, Admiral Prof. Jayanath Colombage on Friday, 29 April 2022, at the Ministry of Foreign Affairs.

The meeting, which coincided with the 75th anniversary of the establishment of diplomatic relations between the two nations, covered the whole gamut of bilateral engagements between Colombo and Canberra and the future course of action on pending issues of mutual and strategic interest.

The Australian delegation expressed deep satisfaction over the economic, trade, investment and cultural ties that have existed over the past 75 years, which, in the recent years, are being transformed into a strategic and cooperative partnership.

Foreign Secretary offered the delegation a comprehensive briefing on the current situation in Sri Lanka with emphasis on the economic situation and Colombo’s engagement with her friends to overcome what is termed as an unprecedented economic downturn precipitated by the COVID-19 pandemic and the catastrophe that followed.

Foreign Secretary also briefed the delegation on the ongoing dissension by a section of the Sri Lankan society with various demands. He clarified that the Government and the President are open to any solution in line with the provisions of the Constitution. On a few sporadic incidents and claims of disproportionate reaction by the law enforcement authorities against the protestors, the Foreign Secretary stated that the law of the land will take its own course in dealing with the perpetrators and the investigations are underway.

The visiting envoy, who was appreciative of the briefing, expressed that Sri Lanka, given its reputation to preserve and protect democratic values, deals with the dissenters through democratic means and tools. He assured that the Government of Australia currently is exploring alternatives to assist Sri Lanka in whatever manner possible in this hour of need.

Both delegations acknowledged the significant progress and cooperation in the fields of border risk assessment, vessel monitoring, counter people smuggling and other transnational crimes and resolved to intensify engagements with the authorities concerned towards full implementation of decisions agreed upon.

Both parties took stock of the progress made thus far on the vital initiative of “Maritime Disaster Preparedness Mechanism” and agreed to expedite the process of the initiative. The visiting Assistant Secretary Cowan, the High Commissioner David Holly and his team were updated on the latest developments on the human rights front by the Foreign Secretary.

Sri Lanka and Australia established formal diplomatic relations on 29 April, 1947, well before the independence of Sri Lanka.

The Australian High Commissioner, officials of the High Commission and senior officials of the Foreign Ministry took part in the discussions.

 කොළඹ සිටින ඕස්ට්‍රේලියානු දූත පිරිස ශ්‍රී ලංකාව සහ ඕස්ට්‍රේලියාව අතර සබඳතා පිහිටුවා වසර 75 ක් සපිරීමේ  සංවත්සරය සමරයි

මෙරටට පැමිණි ඕස්ට්‍රේලියාවේ වෙළෙඳ සහ විදේශ කටයුතු දෙපාර්තමේන්තුවේ උතුරු සහ දකුණු ආසියා අංශවල පළමු සහයක ලේකම් ගැරී කොවාන් මහතා, විදේශ කටයුතු ලේකම් අද්මිරාල් මහාචාර්ය ජයනාත් කොළඹගේ මහතාගේ ප්‍රධානත්වයෙන් යුත් විදේශ කටයුතු අමාත්‍යාංශයේ නිලධාරීන් පිරිසක් සමඟ 2022 අප්‍රේල් 29 වැනි සිකුරාදා දින විදේශ කටයුතු අමාත්‍යාංශයේ දී සාකච්ඡා පැවැත්වීය.

දෙරට අතර රාජ්‍යතාන්ත්‍රික සබඳතා පිහිටුවා  වසර 75 ක් සපිරීමේ සංවත්සරයට සමගාමීව පැවති මෙම හමුවේ දී, කොළඹ සහ කැන්බරා අතර පවත්නා ද්විපාර්ශ්වික කටයුතුවල සමස්ත සන්දර්භය මෙන්ම, දෙරටෙ හි අන්‍යෝන්‍ය හා උපායමාර්ගික අවශ්‍යතා පිළිබඳව පවත්නා ගැටළු සම්බන්ධයෙන් ගත යුතු අනාගත ක්‍රියාමාර්ග යනාදී කරුණු  ආවරණය කෙරිණි.

පසුගිය වසර 75 තුළ පැවති ආර්ථික, වෙළඳ, ආයෝජන සහ සංස්කෘතික සබඳතා සම්බන්ධයෙන් ඕස්ට්‍රේලියානු දූත පිරිස සිය ගැඹුරු තෘප්තිය පළ කළහ. මෙම සබඳතා මෑත කාලීනව උපායමාර්ගික සහ සහයෝගී හවුල්කාරිත්වයක් බවට පරිවර්තනය වෙමින් පවතී.

කොවිඩ්-19 වසංගතය සහ ඉන් පසුව ඇති වූ ව්‍යසනකාරී තත්ත්වය හේතුවෙන් උද්ගත වූ පෙර නොවූ විරූ ආර්ථික පසුබෑම මැඩ පැවැත්වීම සඳහා කොළඹ නගරය සිය මිත්‍ර රටවල් සමඟ සම්බන්ධ වූ ආකාරය පිළිබඳව අවධාරණය කළ විදේශ ලේකම්වරයා, ශ්‍රී ලංකාවේ වත්මන් තත්ත්වය සහ ආර්ථික තත්ත්වය පිළිබඳ පුළුල් විස්තරයක් දූත පිරිස හමුවේ ඉදිරිපත් කළේ ය.

විවිධ ඉල්ලීම් යොමු කරන ශ්‍රී ලාංකික ජන සමාජයේ කොටසක් විසින් ඉස්මතු කොට ඇති වත්මන් මතභේදකාරී තත්ත්වය පිළිබඳව ද විදේශ ලේකම්වරයා මෙහිදී දූත  පිරිස දැනුම්වත් කළේ ය. ආණ්ඩුක්‍රම ව්‍යවස්ථාවේ ප්‍රතිපාදනවලට අනුකූලව ඕනෑම විසඳුමකට එළඹීම සඳහා රජය සහ ජනාධිපතිවරයා සූදානමින් සිටින බවද එතුමා පැහැදිලි කළේ ය. කඩින් කඩ සිදු වූ සිදුවීම් කිහිපයක් පිළිබඳව මෙන්ම විරෝධතාකරුවන්ට එරෙහිව නීතිය ක්‍රියාත්මක කරන බලධාරීන් ප්‍රමාණුකූල නොවන පරිදි ප්‍රතිචාර දක්වා ඇති බව සඳහන් කරමින් පළ වන  ප්‍රකාශ සම්බන්ධයෙන් අදහස් දැක්වූ විදේශ කටයුතු ලේකම්වරයා, මේ හා සබැඳි විමර්ශන කටයුතු මේ වන විට සිදු වෙමින් පවතින බවත් අපරාධකරුවන් සම්බන්ධයෙන් කටයුතු කිරීමේ දී රටේ නීතිය නිසි ලෙස ක්‍රියාත්මක වන බවත් සඳහන් කළේ ය.

මෙම විස්තර කිරීම අගය කළ කොවාන් මහතා,  ප්‍රජාතන්ත්‍රවාදී වටිනාකම් ආරක්ෂා කිරීම සම්බන්ධයෙන් නම් දැරූ ශ්‍රී ලංකාව ප්‍රජාතන්ත්‍රවාදී මාධ්‍ය සහ මෙවලම් හරහා විරුද්ධවාදීන් සමඟ ගනුදෙනු කරන බව ප්‍රකාශ කළේ ය. මෙම මොහොතේ දී ශ්‍රී ලංකාවට හැකි ඕනෑම ආකාරයකින් සහය වීම සඳහා පවත්නා විකල්ප ඕස්ට්‍රේලියානු රජය ගවේෂණය කරමින් සිටින බවද එතුමා මෙහිදී තහවුරු කළේ ය.

දේශසීමා අවදානම් තක්සේරුව, යාත්‍රා නිරීක්‍ෂණය, පුද්ගල ජාවාරම්වලට එරෙහි වීම සහ වෙනත් ජාත්‍යන්තර අපරාධ යන ක්ෂේත්‍ර සම්බන්ධයෙන් දෙරටම සැලකිය යුතු ප්‍රගතියක් මෙන්ම සහයෝගයක් ලබා ඇති බව පිළිගත් නියෝජිතයන් දෙපළ,  එකඟ වන ලද තීරණ සම්පූර්ණයෙන්ම ක්‍රියාත්මක  කිරීම සඳහා අදාළ බලධාරීන් සමඟ එම කටයුතු තීව්‍ර කිරීමට ද තීරණය කළහ.

“සමුද්‍රීය ආපදා සුදානම් යාන්ත්‍රණය” යන අත්‍යවශ්‍ය මුලපිරීම සම්බන්ධයෙන් මෙතෙක් ලබා ඇති ප්‍රගතිය පිළිබඳව කරුණු විමසූ දෙපාර්ශ්වය මෙම මුලපිරීමේ ක්‍රියාවලිය කඩිනම් කිරීම සඳහා සිය එකඟත්වය පළ කළහ. මානව හිමිකම් සම්බන්ධයෙන් ලබා ඇති මෑත කාලීන ප්‍රගතිය විදේශ කටයුතු ලේකම්වරයා විසින්  මෙරටට පැමිණි සහකාර ලේකම් කොවාන් මහතා, මහ කොමසාරිස් ඩේවිඩ් හොලි මැතිතුමා  සහ එතුමාගේ කණ්ඩායම යාවත්කාලීන කරන ලදී.

ශ්‍රී ලංකාවට නිදහස හිමි වීමට පෙර එනම්, 1947 අප්‍රේල් 29 වැනි දින ශ්‍රී ලංකාව සහ ඕස්ට්‍රේලියාව අතර විධිමත් රාජ්‍යතාන්ත්‍රික සබඳතා පිහිටුවන ලදී.

இரு நாடுகளுக்குமிடையிலான இராஜதந்திர உறவுகளை ஸ்தாபித்ததன் 75வது ஆண்டு நிறைவை ஒட்டி நடைபெற்ற இந்த சந்திப்பில், கொழும்புக்கும் கன்பராவுக்கும் இடையிலான இருதரப்பு ஈடுபாடுகளின் முழுமையான வரம்பு மற்றும் பரஸ்பர மற்றும் மூலோபாய நலன்கள் சார்ந்த நிலுவையில் உள்ள விடயங்களிலான எதிர்கால நடவடிக்கை  குறித்தும் கலந்ர்ரையாடப்பட்டது.

சமீபத்திய ஆண்டுகளில், ஒரு மூலோபாய மற்றும் கூட்டுறவுக் கூட்டாண்மையாக மாற்றப்பட்டு வருகின்ற கடந்த 75 ஆண்டுகளாக நிலவி வரும் பொருளாதார, வர்த்தகம், முதலீடு மற்றும் கலாச்சார உறவுகள் குறித்து அவுஸ்திரேலிய  பிரதிநிதிகள் ஆழ்ந்த திருப்தியை வெளிப்படுத்தினர்.

கோவிட்-19 தொற்றுநோய் மற்றும் அதனைத் தொடர்ந்து ஏற்பட்ட பேரழிவால் முன்னெப்போதும் இல்லாத பொருளாதார வீழ்ச்சி ஏற்பட்டுள்ளதாக அழைக்கப்படுவதைக் கடக்கும் முகமாக, தனது நண்பர்களுடனான கொழும்பின்  ஈடுபாடு மற்றும் பொருளாதார நிலைமையை வலியுறுத்தி, இலங்கையின் தற்போதைய நிலை குறித்த விரிவான விளக்கத்தை வெளியுறவுச் செயலாளர் தூதுக்குழுவினருக்கு வழங்கினார்.

இலங்கை சமூகத்தின் ஒரு பிரிவினர் பல்வேறு கோரிக்கைகளை முன்வைத்தமையினால் ஏற்பட்டுள்ள தற்போது  நிலவும் கருத்து வேறுபாடுகள் குறித்தும் வெளியுறவுச் செயலாளர் தூதுக்குழுவிற்கு விளக்கமளித்தார். அரசியலமைப்பின் விதிகளுக்கு அமைய எந்தவொரு தீர்வுக்கும் அரசாங்கமும் ஜனாதிபதியும் தயாராகவிருப்பதாக அவர் தெளிவுபடுத்தினார். ஆங்காங்கே நடைபெற்ற சில சம்பவங்கள் மற்றும் போராட்டக்காரர்களுக்கு எதிராக சட்ட நடைமுறைப்படுத்தல் அதிகாரிகளின் நடந்துகொண்ட முறைமை குறித்து கருத்துத் தெரிவித்த வெளியுறவுச் செயலாளர், குற்றவாளிகளை கையாள்வதில் நாட்டின் சட்டம் அதன் சொந்தமான போக்கைக் கையாளும் என்றும் விசாரணைகள் நடைபெற்று வருவதாகவும் குறிப்பிட்டார்.

இந்த மாநாட்டைப் பாராட்டிய விஜயம் செய்திருந்த தூதுவர், ஜனநாயக விழுமியங்களைப் பாதுகாப்பதற்கும் காப்பதற்குமான நற்பெயரைக் கொடுத்துள்ள இலங்கை, ஜனநாயக வழிமுறைகள் மற்றும் கருவிகளின் மூலம் எதிர்ப்பாளர்களை கையாள்வதாகத் தெரிவித்தார். அவுஸ்திரேலிய அரசாங்கம் தற்போது இலங்கைக்கு இயலுமான முறையில்  உதவுவதற்கு மாற்று வழிகளை ஆராய்ந்து வருவதாக அவர் உறுதியளித்தார்.

எல்லை இடர் மதிப்பீடு, கப்பல் கண்காணிப்பு, ஆட்கடத்தல் மற்றும் ஏனைய நாடுகடந்த குற்றங்களைத் தடுப்பது ஆகிய துறைகளில் குறிப்பிடத்தக்க முன்னேற்றம் மற்றும் ஒத்துழைப்பை இரு தூதுக்குழுக்களும் ஒப்புக்கொண்டதுடன்,  ஒப்புக்கொள்ளப்பட்ட தீர்மானங்களை முழுமையாக செயற்படுத்துவதற்கு  சம்பந்தப்பட்ட அதிகாரிகளுடன் ஈடுபாடுகளை தீவிரப்படுத்துவதற்குத் தீர்மானித்தன.

‘கடல் பேரிடர் தயார்நிலை பொறிமுறை’ முன்முயற்சியின் மூலம் இதுவரை அடைந்துள்ள முன்னேற்றங்களை இரு தரப்பினரும் மீளாய்வு செய்ததுடன், முன்முயற்சியின் செயன்முறையை விரைவுபடுத்துவதற்கும் ஒப்புக்கொண்டனர்.  மனித உரிமைகளில் ஏற்படுத்தப்பட்டுள்ள சமீபத்திய முன்னேற்றங்கள் குறித்து விஜயம் செய்திருந்த உதவி செயலாளர் கோவன், உயர்ஸ்தானிகர் டேவிட் ஹோலி மற்றும் அவரது தூதுக்குழுவினருக்கு வெளியுறவுச் செயலாளர் புதிய தகவல்களை வழங்கினார்.

1947 ஏப்ரல் 29ஆந் திகதி இலங்கை சுதந்திரம் அடைவதற்கு முன்பே இலங்கையும் அவுஸ்திரேலியாவும் முறையான  இராஜதந்திர உறவுகளை ஏற்படுத்தின.

அவுஸ்திரேலிய உயர்ஸ்தானிகர், உயர்ஸ்தானிகராலய அதிகாரிகள் மற்றும் வெளிநாட்டு அலுவல்கள் அமைச்சின்  சிரேஷ்ட அதிகாரிகள் இந்தக் கலந்துரையாடல்களில் பங்குபற்றினர்.
