The Agreement between the Government of Sri Lanka and the Government of Italy on the reciprocal recognition of driving licenses will enter into force on 10th April 2026,in accordance with the provisions of the Agreement (within 60 days of the final ratification).

Accordingly, applications for the conversion of Sri Lankan Driving Licenses can be submitted from 10th April 2026 onwards to: The Embassy of Sri Lanka in Rome; or The Consulate General of Sri Lanka in Milan (for residents of Lombardy, Friuli Venezia Giulia, Liguria, Piedmont, Trentino Alto Adige, Valle d’Aosta, and Veneto regions).

Eligibility

Only persons legally residing in Italy for less than six (06) years as of 10th April 2026 are eligible to apply for conversion. The Sri Lankan Driving License must have been obtained prior to acquiring legal residency in Italy. 

Any person who has exceeded six (06) years of residency in Italy as at 10th April 2026 is not eligible under this Agreement. 

Examples: 

  1. If a person obtained his/her first legal residency in Italy on 01.05.2020 (e.g., in Verona), he/she is eligible to apply provided the application is submitted before 01.05.2026 to both the Embassy and Italian authorities. 
  2. If a person obtained his/her first legal residency on 01.05.2018 (e.g., in Pesaro), he/she is not eligible, as the six-year period has already elapsed. 

 

Documents to be Submitted

  • Duly completed application form.

  • Original valid SriLankan Passport copies of pages 2,3,4, and 5. 

  • Original valid SriLankan Driving License (DL)+02enlargedphotocopies(Both front and back must be copied on the same page). If the Driving License has already been submitted to the Embassy for renewal or amendment, please submit: Original payment receipt, A photocopy of the receipt, A copy of the Driving License submitted for renewal/amendment. 

  • Original valid Italian Residence Permit (Permesso di Soggiorno) + 01 copy(front and reverse). If expired, the renewal receipt (kota kolaya) may be submitted. 

  • Original valid Italian Identity Card (Carta d’Identità+ 01 copy (front and reverse). 

  • Original Historical Certificate of Residence” (Certificato di Residenza Storico) with clear indication of the date of migration from Sri Lanka. 

  • If there is any discrepancy between passport data and Driving License data: Original Sri Lankan Birth Certificate + 01 copy (front and reverse) (Required for issuance of a Consular letter for identity confirmation). 

Procedure

  • The Embassy will issue a yellow receipt for payment, with a handwritten application reference number (Example:ITL/RM/DLC/2026/027). 

  • Using the Embassy receipt (or a copy), applicants must apply for conversion through: Italian Motor Traffic Department (Motorizzazione Civile), or ACI (Automobile Club d’ Italia),or Driving Schools (Autoscuola). 

  • The Embassy will verify the authenticity of the Driving License with the Department of Motor Traffic of SriLanka.

  • Upon clearance, the applicant will be notified via email. 

  • The applicant may obtain the original conversion certificate by: 

    1. Visiting the Embassy in Rome in person to collect the original conversion certificate 

    OR 

    1. At the time of application, the applicant may opt to pay Euro 12 for courier delivery of the original conversion certificate to their residence in Italy

  • Driving License Conversion : Euro105. 

  • Courier Service (optional) : Euro12.
